Uganda’s president did not warn the country’s young people not to go ahead with planned July 2024 protests. Ignore old, unrelated video

The success of the demonstrations led by young people in Kenya has sparked calls for protests against corruption in several African countries. In Uganda, corruption prompted an online campaign dubbed hashtag #March2Parliament.
In this context, a video of president Yoweri Museveni at what appears to be a press conference has been posted on TikTok. In it, he supposedly warns young people against anti-corruption demonstrations planned for 23 July 2024 in the Ugandan capital, Kampala.
In the short video, Museveni says: “It was definitely a miscalculation for the schemers to imagine that they can use such anti-people techniques in a country led by the original National Resistance Army. You make such a miscalculation you do so at your own risk. I can assure you of that whoever you are.”
The National Resistance Army is the armed wing of the National Resistance Movement, the ruling party in Uganda.
The video has also been posted on X (formerly Twitter) here, here and here. It has received more than 307,000 views on one of the posts on the platform.
But is this a video of Museveni warning Ugandans against the planned protest? We checked.

Africa Check used the video verification tool Invid to break the video into frames and did a reverse image search of the keyframe.
We found clues that led us to a longer version of the clip uploaded to Museveni’s official Facebook account.
The footage, published on 29 November 2020, shows Museveni addressing issues related to Covid-19 and security matters.
The clip being circulated was cut from the full video from minute 49:18. Museveni was referring to protests sparked by the arrest of then presidential candidate Robert Kyagulanyi, also known as Bobi Wine.
The claim that the video shows president Museveni warning those planning to take part in the 23 July 2024 march to parliament is false.
